Home health workers are in great demand. The main reason for the open positions in the U.S. is the low pay. Most home health workers are part-time and are paid minimum wage without benefits. A high proportion of workers qualify for food stamps and Medicaid.
Many home health care businesses have a documented history of high rates of false Medicaid claims. One of the tenets of the Affordable Care Act is to minimize this rampant fraud. Not only are these businesses committing claims fraud but they are also not paying their workers a fair proportion of their Medicare revenues.
Iowa needs to encourage new lawful home health care businesses in the rural areas with its high numbers of seniors who wish to stay in their own homes. The Iowa legislature could help by raising the minimum wage to draw good workers as well as increasing oversight funds.
